Greater Bay Area cross-border plate categories and legal hire status
Transport authorities in Hong Kong, Macau and Guangdong strictly separate commercial passenger vehicles from private-use cross-boundary cars:
| Vehicle / Quota Category | Regulatory Rule & Plate Format | Legal for Paid Passenger Hire? |
|---|---|---|
| Hong Kong–Macau Cross-Boundary Hire Car Quota (Direct Car) | Only one hundred government quotas exist for pre-booked point-to-point cross-boundary hire cars over the Hong Kong–Zhuhai–Macao Bridge (60 Hong Kong, 40 Macau), one vehicle per quota, licensed and commercially insured (sources checked 2026-10-15: HZMB Hong Kong Port user guide & Macau DSAT) | Yes (licensed commercial service) |
| Seamless Car Change at Designated Port Transfer Point | A licensed Guangdong–Hong Kong commercial car hands over once to a licensed Guangdong–Macau commercial car at a designated transfer point between the checkpoints; both cars are licensed and commercially insured | Yes (licensed commercial service) |
| 粤Z····港 / 粤Z····澳 Dual-Plate Cars | Hong Kong–Mainland or Macau–Mainland dual plates; when used for paid passenger transport, the vehicle must hold the required commercial operating permits and commercial passenger liability insurance | Only when holding commercial permits & commercial insurance |
| FV / FU Prefix Plates (Mainland-to-HK Private Cars) | Issued to mainland-registered private self-use cars entering Hong Kong; restricted to the registered owner/entity’s own non-commercial use | No (illegal for paid hire / unlicensed) |
| Regular HZMB Private Car Quotas | Hong Kong Transport Department rules state a regular quota car must be a non-commercial private car and cannot hold a hire car permit; Macau DSAT rules prohibit carrying passengers for reward (checked 2026-10-15) | No (private non-commercial use only) |
Why FV/FU plates and private bridge quotas cannot legally carry paying clients
Unverified brokers in chat groups sometimes market private dual-plate cars or FV/FU-plated MPVs as “priority cross-border chauffeurs.” Booking an unlicensed private vehicle creates three serious risks for companies and travellers:
- Invalidated motor insurance: Standard private-car insurance policies exclude use for “hire or reward.” If an accident occurs on the Hong Kong–Zhuhai–Macao Bridge or Shenzhen Bay Highway Bridge, the insurer can repudiate passenger liability claims.
- Checkpoint impoundment and stranded passengers: Authorities at Shenzhen Bay, Huanggang and HZMB ports conduct regular enforcement against illegal hire-car operations. If a car is detained at the border, senior leaders are left stranded mid-crossing.
- Corporate Duty of Care breaches: Multinational travel policies and procurement audits require every ground transport supplier to hold valid operating licences and commercial passenger insurance.
Five-point verification checklist before you book
- Verify the travel agent licence: Mayline Travel Services Limited has operated since 1990 under Hong Kong Travel Agent Licence 351203 (verifiable on the Travel Industry Authority register and TIC listing).
- Check that direct vs transfer options are stated upfront: On Hong Kong ⇄ Macau trips, Mayline’s instant quote shows both legal options side by side—a direct car (same car door to door) and a seamless transfer (one car change at a designated transfer point, about HK$300 less)—and never switches a booked direct car without your agreement.
- Confirm advance driver and plate disclosure: No later than 1 hour before pickup, your driver’s details and plate number appear on your order page and in the chat.
- Check Macau stay-in-car passport rules separately: Whether you stay in the car for Macau entry depends on your passport, not on whether you change cars—check our Macau entry stay-in-car passport guide.

Frequently asked questions
What are the two legal ways to travel by private car between Hong Kong and Macau?
First, a direct car holding one of the one hundred government Hong Kong–Macau cross-boundary hire-car quotas (60 Hong Kong, 40 Macau) that goes door to door without changing car. Second, a seamless car change at a designated transfer point between the checkpoints where a licensed Guangdong–Hong Kong car hands over to a licensed Guangdong–Macau car. Both are licensed and covered by commercial insurance.
Can an FV- or FU-plated car legally take paying passengers between Hong Kong and Shenzhen?
No. FV and FU prefix plates are issued for mainland-registered non-commercial private cars entering Hong Kong for self-use. They are not licensed commercial hire cars and must not carry passengers for reward.
Will Mayline ever switch a booked direct car to a transfer without telling me?
If, for reasons on our side (most often a short-notice booking when no suitable direct car is available), we cannot run a booked direct car, we contact you first and never switch you to a transfer without your agreement; if you agree to switch, we refund the price difference after the trip.
